- Tax registration document or VAT certificate (where applicable)
Note: All documents must show the identical business name and address. A mismatch, even a minor abbreviation difference, is grounds for rejection.
Layer 2, Location Proof
Proves the business operates from or serves from the address on record, requirements differ significantly by business type.
Required documents
- Storefronts: commercial lease agreement or property deed showing business name at the address
- Home-based SABs: residential lease or mortgage statement at the home address used as the operational base
- Hybrid businesses: lease or deed for the physical location plus SAB service area documentation
- Co-working / Eligible Staffed Location: co-working agreement showing dedicated desk or office, staff schedule at that location

Layer 3, Operational Proof
Proves the business actively operates: customers are served, work is done, people are employed.
Required documents
- Photos of business operations: exterior signage, interior, equipment, staff
- Customer invoices or receipts showing the business name and address
- Staff payroll records or employment contracts at the business address
- Marketing materials, business cards, or branded assets showing real business activity
- Dated photos with GPS metadata if available (location photos from the business address)
Note: Operational proof is what separates a legitimate business from a fraudulent listing in Google's assessment. The more concrete and recent, the stronger the appeal.
How do evidence requirements differ by business type?
Each business type has different Layer 2 requirements. Getting your business type wrong in the appeal, and submitting the wrong type of location proof, is one of the four critical mistakes.
What are the most common evidence failures in GBP appeals?
Name mismatch across documents
Google treats different name formats as different entities. 'Smith Plumbing Ltd' ≠ 'Smith Plumbing'.
Address mismatch across documents
'14 Elm Street' ≠ '14 Elm St' in Google's document review process.
Documents older than 3 months
Google prefers recent documentation. A utility bill from 18 months ago may be considered insufficient.
Personal utility bill instead of business utility bill
Layer 1 requires the bill to be in the business name, not the owner's personal name.
Virtual office or PO box as business address
Google's guidelines explicitly prohibit this unless the location has dedicated, staffed presence (Eligible Staffed Location).
No operational proof submitted

Photos without context

To document it correctly, you need a co-working agreement showing dedicated space allocation plus evidence of regular, scheduled staffing, such as staff schedules or dated photos of staff working at that specific location.
